328 Billion pesos San Miguel Expressway Projects Approved by TRB to Boost National Connectivity

The Toll Regulatory Board (TRB) is set to greenlight ₱328 billion worth of expressway projects led by bilyonaryo Ramon Ang's San Miguel Corporation (SMC) by early 2025, marking a significant advancement in the Philippines' infrastructure development. These initiatives aim to improve connectivity between crucial economic regions and ease nationwide traffic congestion.
TRB Executive Director Alvin Carullo announced that approvals for three key projects—the Northern Access Link Expressway (NALEX), Southern Access Link Expressway (SALEX), and the first segment of the SLEX Toll Road 5 (TR5)—are expected within the first quarter of 2025.
Key Projects at a Glance:
Southern Access Link Expressway (SALEX) – ₱152 billion Encompassing 40.65 kilometers, this expressway merges the Shoreline Expressway with Skyway Stage 3 extensions (C3-R10, Quirino, Buendia) to enhance Metro Manila's southern routes.
Northern Access Link Expressway (NALEX) – ₱148.3 billion A 136.4-kilometer expressway connecting Balintawak, Metro Manila, with Central Luzon and San Miguel’s New Manila International Airport (NMIA). Future extensions aim to reach Tarlac City.
TR5 Segment 1 – ₱28.15 billion A 61-kilometer stretch linking Lucena City to Gumaca, Quezon, featuring four interchanges and toll plazas.
Additional Projects:
SLEX Toll Road 4 (TR4): With an investment of ₱26.1 billion, this 66.74-kilometer project will cut travel time from Sto. Tomas, Batangas, to Lucena City from 3 hours to just 45 minutes. Completion is scheduled for 2026.
Strategic Collaborations: SMC recently partnered with Metro Pacific Investments Corp. to co-develop the 87.96-kilometer Cavite-Batangas Expressway and the Nasugbu-Bauan Expressway.
Expanding SMC’s Influence:
San Miguel already manages key tollways such as TPLEX, SLEX, the Skyway System, and the NAIA Expressway. These new approvals further reinforce its position in the toll road sector while supporting national goals to modernize transportation and drive economic growth.
